0.03W on the official charger yes? The 3rd party docks don't go to 0W, as stated here https://youtu.be/5Hp6nLNIWXQ?t=444 … Also, it's normal to have 15V rated but takes in slightly less than 15V.
Yes. Just before that timestamp in the video i say the 3rd party docks only go as low as pulling 0.8 watts. And yes, I mention that the voltage variance isn't enough to cause a concern.

Yeah it could just be an issue with the reader?
@BobWulff used a watt-meter to check the power levels of the chargers separately. But the length of wire and the type of meter can show a false 0. PLUS there is a miliwatt-meter that could be more precise. - 1 more reply
