The last graph is the most important - the idle wattage. But something don't sit right - to calculate wattage is: wattage = voltage * current. If the current is zero, how is there power?

0.03W on the official charger yes? The 3rd party docks don't go to 0W, as stated here https://youtu.be/5Hp6nLNIWXQ?t=444 … Also, it's normal to have 15V rated but takes in slightly less than 15V.

Yes. Just before that timestamp in the video i say the 3rd party docks only go as low as pulling 0.8 watts. And yes, I mention that the voltage variance isn't enough to cause a concern.
