The reason for this is something to do with the framerates 23.98 and 59.94 being slower than real time. I'm sure there's exact math to do here, but my trial and error worked great for me here (not so much in school -__- )

omg this happens to me every time I capture Wii U footage as apparently it outputs at 59.94 so I've always been MANUALLY time stretching my footage to sync every single time. Gonna try this next video. Thanks man!!

It can also be your codec. Premiere doesn't like variable frame rate.
