Actual dialog from the Division 2 reveal: "Oh man we need to get you leveled up" "I know I've been busy" Main character is level 30 and all of the enemies are level 30. They didn't fix my biggest complaint about the first game. UNLESS that was a level 30 mission.

"God you really need to level up" THEY WERE ONE LEVEL BEHIND! It's not like they were 5 levels.... but yeah still looks bullet spongy and your complaint is still insanely valid.
