The ECIP process has consistently, and successfully worked well for the past ~3 years. I don’t think we should fuck with it, especially if it means adding something that may by definition exclude anon devs or independent contributors. If it ain’t broken, don’t fix it.

I presume your #1 goal is to protect ETC development from the prospect of submarine patents. The best you can here do is protect your community from the owners of patents who attempt to submarine reqs in the specs, or features in code, that require a license to their patent. 2/12
