I feel like the things he said aren’t in opposition. No new fracking means current fracking will continue. I assume he means no new wells, no new leases, allowing the ones currently in operation to continue during a period where we transition away from them. Is that impossible?
-
Those of who don't need everything to be soundbites can see Biden has a complex position on fracking in which he knows it's a problem, wants it to end, and gets it you can't just pull the plug. The problem with that is talking to people who *do* need everything to be soundbites.

What's the inconsistency here if he's been saying that there wouldn't be *new* fracking? I'm not in favor of fracking, so his position isn't mine, but it seems to me he's been saying he wouldn't approve new fracking but allow existing fracking permits to continue.
-
That is Biden's position. Biden doesn't really want to talk about fracking.
