The points structure stays 17 -32 will get 4 points. Does this mean that Each person in the 4 qualifiers that makes it to top 8 and looses will be awarded 4 points?

Correct. The top 8 players of each qualifier will all be awarded points as per the HCT stop system. Only the top 4 from each qualifier will advance to the offline finals held in Sydney on February 24-25. More info about HCT stops here:http://blizz.ly/2APIw1u
