Same reason your question mark looks like "?" instead of "؟" - it's just kinda how it is. The text comma in Arabic looks like ، and the decimal separator as above. The Latin comma doesn't technically exist in Arabic.
Unicode tries to encode the peculiarities of human scripts (it doesn't always succeed). Languages are *very weird*.
