Because: A) you should treat people equally B) only small margin of households would not need that money, costs of administration to decide who gets it or not would likely be higher than just giving it to everyone

If you take just 2000 people that are working and don’t need that money right now, that’s $4M that could go toward emergency services or something more worthy. Now take the actual number of people still employed and tell me it’s not worth calculating who really needs it.

And in response to A) people aren’t in equal financial situations and shouldn’t be treated as such in emergency situations. I’d love an extra $2k but there are people and groups in far greater need than me (and I’m far from rich)

Read about principles of UBI. Also, cost of deciding who gets it, who doesn't is much greater of benefit of saving it from minority that doesn't need it. And if someone don't want it there will be easy ways to redirect it which is exactly what Sanders proposed.
