I would bet Russia. He could be alive, if they think he is still valuable as a propaganda prop. Like Snowden or Assange. The best case scenario to him is, that CIA had warrant on him and he is in US now. However they could of done it in NED, too.
You really don't know the Deep State game or must be trying to deflect from it. The CIA wants Assange for revealing their secrets, not Russia.
