Agreed. Governments are spending much less than what they pledge. The lobbying power of companies is too strong and there's no way governments could fully compensate fossil energy industries for loss of revenue. Fossil fuels are too profitable despite the environmental risks.

For the foreseeable future fossil fuels are also essential for the continuation of modern life.
