How come governments of mainly Western countries allow (small) activists (groups) and subsidised NGO's to get so much influence on what hurts inhabitants of their countries now full scale?

Because the people in power are politicians, people who think reality can be bargained or bamboozled as if it were people. NGOs and activists are passionate, loud and well funded, partly by idealists and partly by gas companies.

In *some* European countries reality has caught up with ideology. Belgium is still going strong on replacing nuclear energy with natural gas. Its current Minister of Energy from the *green* (sic) party *coincidentally* happens to be on Gazprom's paylist.
