theoretically, both can coexist but if you think world is ending, you're more likely to just give up ("why go to school, if the world will end in 12 years?") And of course, being wrongly terrified has huge personal costs (paralyzing fear, chose not to have kids, etc)

Our politicians bereft of any ideas know they can get obedience simply by terrifying people. Makes them feel powerful.
