That’s Amdahl’s law. (Applied to cost/speed of supercomputers) eventually its the cost of the bits around the process that dominate the overall cost. Same thing in solar (balance of plant cost becomes significantly bigger than cost of PV modules)

In the case of genome sequencing, the monopoly power of Illumina is almost certainly a factor.
