Since in California the rich don't pay for their electricity, due to massive solar panel subsidies, the renters and working poor get to pay. $1.25/kWh is thus merely a number, not something for the lawmakers to deal with personally. What could go wrong?

The cost of batteries could be less than gas peaker in 2-3 years. See Tesla 54% decrease in costs at battery day. Also batteries turn on and off much faster which has big cost savings to overall grids. You need 4x more electricity production and 8x more batteries.
