I'm kind of an expert in this, and something crucial missing in the analysis is the amount of Federal money laundered through disaster programs to shore up state and local budgets; the Katrina "long term recovery office" is STILL open bc the community gets addicted. Lots more..

Also, like the DoD budget, a massive amount of $ is just stimulus/economic redistribution; contractors, local hires, hotels, restaurants. We spend hundreds of times more than we would if we were just rebuilding. The potential for corruption is staggering.
