How do you put "increasing problem" into numbers? Where do I see this climate change impact? I think there is more damage done by throwing plastic in the oceans than by this. Or a single lockdown can cause more damage than climate change is.

Do your research better, there is no climate problem. Small changes exists already 6000 years on earth, there is NO correlation between CO2 and temp. change.

When you say "neo-classical economics", you just mean "supply & demand", i.e. capitalism, right?

It may be included in the health component but I think water treatment is another category where modest investments bring tremendous health outcomes, and correspondingly great financial returns.
