It's a stupid idea to start with, bit they do like throwing money at stupid shit.
This is a bit unfair. These are experiments. Most will fail. You cannot look at the individual cost/benefit like this.
Looking at how things go in France, it tells a lot about what’s going on there.

What is your end goal by critisizing an experimental design? Are you trying to say that this was all a waste of time? Should we just not try to reduce emissions at all through scientific development? Ridiculing experiments is counter productive.
The result of the experiment was known before the first euro was spent. It's been achieved for polical reasons only.
