This is despite that a new study shows, that only 13% of new cars in 2030 will be battery electric

Tesla is looking at $50/kwh batteries by 2023 meaning that BEV vehicles are likely to be 90% of the market with or without legislation. Basing policy or rebuttal of policy on poor forecasts is not helpful.

So why would the government need to forbid the sale of gas car, when electric starts to be the more economic choice there's no need for government to interfere
