Most regions have a plan to lower their CO2 which will automatically make the EV better over time. But even today the EV is more than twice as CO2 efficient as its ice counterpart in California and 1000 times better for the air we breath.
Banning diesel and petrol cars isn't an efficient way to fix climate change
In California, an electric car will over its lifetime max reduce CO2 emissions with 20 tons CO2, at the cost of $10,000. This achieves little at a very high price

He has before many times, his point is, that 10k can be spent to achieve much higher co2 reduction, than by simply buying an electric car. Those being renewable R&D, carbon capture, and nuclear, as an example.

Cars CO2 pollution is secondary first is the direct pollution of the air that everyone breathes in the city. Few big electricity plants outside of a city keeps the air clean for people. Even someone like you should be able to understand this.
