That is of course a valid argument, however, the number of people they have to impress/who's life they have to improve with the spending is bigger than that of a donor who primarily wants to impress his friends. 1/2
Right, giving *within* nation, efficiency ought to be rewarded by the electorate, because better spending leaves more satisfied voters I usually think about giving resources *outside* nation (development aid), where voters might reward 'feel good' more than 'do good'

While this is correct, (and the issue with development aid is actually addressed quite nicely in the book) I would assume that most of the donations mentioned in the study you posted remain inside the US and hence my argument remains valid.
