Not that I believe it's the right path, but, Devil's advocate position here: Could he 'believe' that moving California to electric vehicles would lead to more technological advancements in that field and also would lead to moving electric production to non fossil fuel sources?

I believe California had a successful electric car program as documented in the movie Who Killed The Electric Car which you can’t watch for free. To also play devil’s advocate, we might have bigger and better things to worry about

You're looking at it incorrectly. This isn't just about the cars in CA. This is ultimately about setting new renewable standards for the nation and gradually the world. CA leads.

just like Germany, CA leads by giving an obvious bad example. Over-reliance on VRE leads to blackouts, bad forest management leads to fires becoming far more dangerous than they used to be back when the forests were managed by the natives. Electric cars powered by VRE? Good luck.
