Unlikely those in South Asia, North Africa, Middle East due to be hit hardest by rising temperatures and declining water will see their incomes rise as much as those living in OECD nations. Wealth growth and lack of climate damage will be highest in northern latitudes.

Why would you think that? Over time, energy prices will continue their historic decline making processes like desalination more affordable. Therefore water will be far easier to deliver. As tech improves, life will be easier, especially areas where it's currently so difficult.
