If a country is more prepared later on, why would a second wave be much bigger?
I think the argument goes to the general point that at the end-point most people will have had corona, and so, as long as you stay below the health care capacity, everyone will have gotten the same quality care, and hence the death rate will have been approx the same

Overall could even end up lower because there may be less secondary deaths.
