I doubt this for Germany. Our Green Party is already pushing to channel money primarily into the „renewable“ sector. Ruling parties will follow over the next 6 months. Some tax increases for „the rich“ and everything will be okay

Low (or negative) oil cost will be a boon for many firms and countries. Remember though that wind and solar also often push energy prices below zero! Key is social pressure to not accept bail outs on dirty energy sources.
