It's hard to keep people locked down, but one also has to consider that leadership has communicated "We have some control over the situtation" I think people have a feeling it's already over here, which might cause more risky behavior
The logical point of a strict lockdown must be to give time for preparations of the health system. Undoubtedly there is also a political point to show assertiveness and this may be tricky in some places when it gets time to reverse to more moderate measures.
It should be pointed out that the Norwegian "lockdown" has _never_ involved curfew/house arrest for the general population. As long as people maintain 2 meters distance and avoid groups of >5 persons, we've been free (to some degree even encouraged) to leave the house, so...
