Yes and no,in my observations. I'd add that the richer one place becomes,the more desperate and toxic another becomes. Always a reaction,seen or unseen. A richer place is a more decadent one. Man must change how he lives,live how he changes. We haven't done that

Would not one of the best way to invest in the environment be helping developing nations skip some of the dirtier developments that we in the richer nations have moved past?

Instead of simply buying cheap goods from China for decades that were made largely by the dirtiest coal-fired power plants, the West should have helped them build the cleanest, equipped with FGD from Day One

It might, but there are huge differences in pollution levels between countries on the same level of GDP, showing the impact of policy and public concern.
