The only people getting benefit from PV, is the Chinese facilities producing them. I'm sure tbey dispose their industrial wast and heavy metals, cadmium etc responsibly, into the waterways beside the faciluty. 
The first rigorous test published on the impact of solar panels on the lives of poor people found they got a little bit more electricity, but otherwise there was no measurable impact on their lives.
