Our policy makers rarely takes care of cost/benefit criteria to set policies. Main criteria still being political reward. We are not even close to the path of cost/benefit assessment.
The world is in great danger of spending scarce resources on climate policies that hurt rather than help its poorest people. USA bought oil from them. Now they are rich. ;-) Unfortunately, your statistics don't separate out business from person. A lot of that goes to production of things the world enjoys. But you can say "thanks" for feeding the world's crops with CO2.
