<1% at 2100 seems more likely... even w/RCP8.5 SLR, most adaptation costs will be in past by then. By 2100, CO2 levels may be falling, fossil fuels expensive. Ceasing their use now instead would certainly reduce world GDP by more in 2019 than 2100, so trade-off is favorable.
