Have you considered that people might be inclined to use a scooter instead of going by car or bus? There might still be a benefit if that's happening frequently enough.

Meh, too early to say. Technology is evolving rapidly, both in terms of physical hardware and business model. E.g. efficient collection methods, such as autonomous self-relocation, are under development. And private scooters usually charge at trip-ends and may last much longer.
