The cost of both Universal basic income and negative income tax is the same as the government would be clawing back the UBI payments from workers with income taxes, which could be a flat 20%, resulting in a large increase in tax revenue. Americans have a lot of loopholes now.

That would recover 20% of the expentiture. I think a flat tax is is a good idea, but it would not eliminate "loopholes." There would still needs to be rules for what constitutes income and costs that offset income.
