The article makes no sense. How is populism inconsistent with democracy? The article calls for more referenda, but a referendum in favor of Brexit exemplifies populism. The article calls for quotas on elected officials based on gender for example instead of a democratic solution.

If "an elite has captured it's institutions" then it's not a "Democracy" . The USA is a Republic, ie. a representative democracy. It's institutions should be politically neutral. If the institutions are corrupt, then Populists aren't abandoning Democracy, they're fighting for it.
