For quality of life, PPP is appropriate. For building dikes, USD or Euro. I.e. GDP. Do you have per country numbers for the cost of mitigation?

PPP is not an alternative to GDP. It's a different way of measuring it. And PPP is certainly appropriate for measuring construction costs, since labor and other costs are lower in developing countries.
