That's because they keep refusing nuclear as a good option to provide electricity. Gen 4 reactors are walk away safe but few govt willing to invest.
Cutting CO2 emissions to net zero by 2050 or much sooner is the ambitious goal being pushed by environmental protesters, but their proposals would incur far higher costs than almost any electorate is willing to pay.

Nuclear or hydro electricity in my opinion the best ways to go, if there was a better way to store used fuel rods I think nuclear would be a much better option for all. Even natural gas as a intermittent power source or back up is a viable option when those are out.

Is it fair to say then that from your point of view, the one and only solution is investing in more R&D? When do things actually move from research to implementation? And what if there are no major research breakthroughs to be made? (Nature doesn't guarantee R&D breakthroughs...)

My concern is that reliance on fossil fuels are like an addiction to smoking. Since we're already heavily reliant, in the short term, smoking does help us focus and do what we need to do (eat, travel, earn livings). But to say that in the long term we should keep on smoking....
