I do think this occurs because vaccination is compulsory in order to attend school in the USA, which sets up a conflict. In UK vaccination is not compulsory, so persuasion must used, and UK is generally able to achieve the necessary vaccination levels.

I'm in favour of vaccination, my children are vaccinated and so am I. I'm not in favour of compulsory vaccination because it is unnecessary, creates conflict, and is ultimately counterproductive. There are better ways.
