If talking about the "poorest", I'd argue 'enforcing law & order (especially property rights)' are more fundamental - and a precondition for free trade to work.

No, that is incorrect, imho. Would it not be better if the poorest countries stop making stuff for richer countries and concentrate on making & growing what they themselves need, become more self-supporting? Free trade obviously, but only in stuff they can’t make themselves yet.
