I think he only looks at one aspect of what climate changes will bring forth. The devil's in the details that most still overlook, such as the death of species of animals and insects for example, which has tremendous cascading implications in many fields.

Your approach is certainly legit and correct from a purely economic pov but I would personally define it limited in scope. Everything is reduced to $, the main engine of our capitalistic society but the social impact of death and devastation cannot always be counted in $.

If you don't count it in $, how will you work out how much it's reasonable to spend in order to prevent a death? Every government already does this, to decide whether to install (e.g.) road safety measures.
