Some nice stats spoiled by poor analysis. Back in 2008-10 France telecom deployed thousands of off-grid, solar powered, big cellphone towers in Africa. Infrastructure can be powered by microgrids. Domestically, my 6.4kW PV array powers my home.
Having powered its own development through fossil fuels, rich countries now suggest poor countries to go without more reliable energy sources in the name of the environment. That’s the wrong approach.

IMHO, we should build, operate and maintain nuclear powerplants for them. That would give an enormous boost to health (decent living), business and environment. And it would be more cost-effective than handouts (which most probably would never reach the needy).
