Absolutely, Clean Water Act has delivered much good. But still worrying when benefits seem so much smaller Also (both here in EU and the US): have we've spent too much money on water and too little on air? Could we have gotten many of the water benefits cheaper?

You are wrong in worrying. Look around the world at other industrialised countries and see what water clean up costs. It’s expensive everywhere and some countries have not even tried seriously. I think you are too influenced by your clean Scandinavian environment on this issue
