Good to see total reduction, but to find out which country performed best, the figures should be given per capita.

Yes, per capita would be good h/e a reduction is still a reduction and an increase is still an increase. So, USA = still a reduction on a per capital basis & China, still an increase on a PC basis with the US PC reduction rate circa 1.5x the China PC increase rate. Ditto, India.

The U.S. is still in the Paris agreement. Winding down wont complete until 2020. Even if they had withdrawn immediately, these results cover 2017, the US only stated its intent to withdraw in June of 2017.

The EU is also in the Paris agreement, why no reduction in 2017?
