Question is: if they don't have bank account, where all Tether funds are? Or rather: who owns them now?

They are just getting clients who are withdrawing bank info and getting the deposits sent there! IE why it takes 48 hours to match those pairs! Kinda like skip banking

Even if they'd operate legitimately, i wouldn't touch them with a 10ft pole with these horrible conditions.

They will try to use money mules for sure because no bank will longer accept them as a customer. Criminals and fraudsters use money mules all the time.

They sound like the bitconnect team...who knows. Maybe they should move to Malta, binance doesnt seem to have banking issues there.
-
my understanding is that binance is crypto only, so wouldn't have a need for fiat deposits
-
I also happen to know that a previous CZ project ran into trouble trying to get banked, which probably had some influence on his circumventing that issue by going fiatless
