It is an OK policy in my opinion. A store employee's job is to sell stuff, not to prevent thefts. They shouldn't risk their health to defend a dumb basket of groceries. Before I went to Uni I worked in a worse shop. In there, if stuff are missing, employees paid 50% of it.

Basically - it didn't matter if stuff were stollen by a customer, or if an employee took them, or if somebody simply counted wrongly to begin with - in the end all employees paid half the difference. Oh yeah - we didn't have a guard either.
