Why can't the website be reprogrammed to allow small creators to still have access to superchat and sponsorships? The issue you have expressed is that you don't want ads on "bad" videos (which isn't creator size related anyway...), but sc and sponsorships is just viewer support.

Viewer support does not affect the issue at hand in any way, shape or form, so maybe you should change the way monetisation is programmed now that you have these entry requirements so that superchat etc can be accessed without meeting the requirements for ads specifically?
