Yes and in parts of the world where malaria is endemic, millions of people are on hydroxychloroquine prophylactically anyway. In these places, chloroquine and hydroxychloroquine are as common in medicine cabinets as Tylenol is in the US.

In March they advised to use it as prophylaxis. After CDC and FDA warning India also issued caution. I also saw a case where doctor said Govt issued guidelines to use it recently, but couldn't find such published guideline. So, difficult to say if India uses it as treatment.

I hope Indian authorities are executing trials to use this trio as treatment and not just prophylaxis.
