LOL....that'll keep them happy! Realistically...now's not the time to require sobriety. They would have too kick most of them out to the streets.

Outside isnt dangerous. Being in close quarters inside is. I never understood the reasoning behind this plan. This makes a rapid spread more, not less likely. And the majority are all still on the street anyway. This effects just a small portion of the homeless pop. Seems silly.
