I would somewhat agree. But Paul Ryan is a NeverTrump, he wouldn’t encourage a broad reform. DT tried various ideas but he was hampered by resistance in his own Party. He had the voters, but not the leadership. It’s an important agenda item and shouldn’t be abandoned.
