    We accurately reported that the Human Rights Committee said the nonrefoulement obligation was broader than under refugee law. We said asylum systems shld respond accordingly, & that common understanding of what it is to be a refugee shld broaden, as it has in Africa & Latin Am.

    The '51 Convention refugee definition has been retained but also broadened in Africa and Latin America via Africa Refugee Convention and Cartagena Declaration for people fleeing events seriously disturbing public order. This could be further refined and universalized.

    My take on UNHumanRightsCommittee view on climate displacement. Our common understanding of what it means 2B a refugee needs 2 change. States shld adapt asylum standards & procedures 2 protect all who face existential threats in countries that R unlivable.
