These are the same assholes who stalked my mother repeatedly so that she had to have a police escort to her car sometimes. When my father picked her up at work once, these assholes shouted at him that he was married to a murderer.

Call the Postal Inspectors. That's against the law & and your mailbox and anything in your mailbox is considered government property. They'll take care of it. I was a Postmaster so I know that.
