Is there a distinction to be made between colleges and k-12 Covid responses?* Colleges hoped for the best and prepared for the worst, pivoting when the worst happened. Some school districts seem to have hoped for the best and hoped for the best.

Colleges and universities are also more independent from state government and less subject to state mandates that require in-person classes, for example. That means they have more flexibility to make changes quickly as needed.
